It looks like you have new UEFI hardware and booted Boot-Repair in UEFI boot mode.
But you have CSM/BIOS boot of Windows installed to sdb. And no install of Ubuntu anywhere??
CSM - UEFI Compatibility Support Module (CSM), which emulates a BIOS mode
Make sure Windows fast start up is off.
And install a Windows boot loader to the MBR of sdb for BIOS boot. You Windows repair flash drive or Windows installer can do that with fixMBR, or Boot-Repair can also install a Windows type boot loader, syslinux if Windows fast start up is off, so Linux NTFS can mount (see) the NTFS partition's files to know it is bootable.
Then make sdb first in UEFI/BIOS boot order. Make sure CSM is on or UEFI is off in UEFI settings.
How you boot install media, for both Windows & Ubuntu is then how it installs. And best that both Windows and Ubuntu be in same boot mode, or both BIOS or both UEFI.
Windows only boots from MBR partitioned drives with BIOS.
Windows only boots from gpt partitioned drives with UEFI.
Ubuntu can boot from gpt partitioned drives with either UEFI or BIOS if correct supporting partitions are on drive. ESP for UEFI and/or bios_grub for BIOS.
