Apt-get update/update manager downloading slow

I am running Linux Mint 18 and my sudo apt-get update/update manager speeds were fine until today. Now they can't even get past 60 kiBs, I have tried changing servers but it was in vain, as all of the main mint servers are the same slow speed or with the base ubuntu servers just unreachable. When I do speed tests in my browser they far exceed 60 kiBs.

I thought that it might be my internet so I tethered my phone and my speeds are fine that way and all servers are reachable. I also have no errors in my sudo apt-get update.

I have looked at all the posts that I could find but none were able to fix my problem.

Why is it so slow, and how can I go about fixing it?
