[ubuntu] 16.04 Connection Proxied, without a proxy?

I'm using an Archer T9E wireless card, and I've been having slow connection problems, out of confusion I ran a speedtest (since my card is decent and my isp speed is ok), and I found out that my external ip address is from google(while my isp is telus)? To take it a step further I went to whatsmyip.org, and once again it is google, while it should be telus. I have no vpns or proxies enabled, or even setup, its causing my 25 mbps (Canada has slow internet) to be a solid 1 mbps through this 'google proxy'.

Honestly have no clue whats going on.

Edit: also worth noting that telus is my recognised isp through other devices on my network.
