I am having the same issues.
When I try to install an NVIDIA driver through the Driver Manager, "Applying changes..." stalls.
When I am in linux safe mode, it asks me to disable the Secure Mode before entering the Driver Manager and i am able to get to the reboot.
But the reboot fails with a black screen.
Thats why i am stuck with the nouveau driver, having the same lacks like slow task switch and terminal responses you mentioned.

I am using linux mint 18 xfce. Is it really necessary to disable the nouveau driver?
Are there already 16.04 additional drivers from DELL?
How did you manager to install any nvidia driver?
